Alert: New Requirements for Filing CSPC Certificates Filing

Here’s a breakdown of what importers should do to prepare for the U.S. Consumer Product Safety Commission (CPSC) e-Filing requirements.

Transmodal strongly suggests that importers review this information and take steps to ensure they are ready for the July 8, 2026 start date.

Note that it is up to the importer to make sure the necessary information is communicated to the proper parties (including your customs broker) to avoid delays.

Why Is the Change Happening?

The new eFiling mandate for imported regulated consumer products is designed to allow CPSC (and U.S. Customs and Border Protection, CBP) to collect certificate data at the time of entry, rather than waiting until after import when a request for certificates is made (read more: U.S. Consumer Product Safety Commission).

We recommend importers do the following asap:

  1. Register at the eFiling website: CPSC.gov/eFiling 
  1. Review your products to determine which will require certification using this website: https://business.cpsc.gov/robot/decision. 

For each regulated product, make sure you have a valid certificate of compliance (e.g., General Certificate of Conformity (GCC) for general-use products or Children’s Product Certificate (CPC) for children’s products) and that testing has been done where required. Even if your product appears to already have a certificate, review whether it meets the expanded certificate content requirements under the new rule. 

  1. Prepare a process to ensure the required certificates can be shared with your customs broker. Note: Brokers cannot determine what products require a testing certificate.
